結論としては権力争いの故ということなのだが、これは全くの憶測です。しかし今のところそれ以外の理由が思いつかない。順を追って説明していく。
少子高齢化ほど事前に問題になることがわかっていた課題はない。
ある年に産まれた子供は、その子たちが１歳になろうと、１０歳になろうと産まれた年の子供の数から増えることはない。
ある年に５０万人産まれたとしたら、２０年後に２０歳になる男女は最大で５０万人だ。
高齢化も同様だ。勿論亡くなられる方々の数ははっきりはわからないが３０年後に7０歳になる人たちは現在４０歳である人たちであり、その数は大体予測できる。
これほどはっきりしている問題なのに一向に改善方法が決まらないのは、少子高齢化対策では選挙に弱いからなのかと思っていた。それに、目の前の問題ではないのでどうしても先送りになってしまっていたということもあったのだろうと。
しかし、それは少しおかしい。
これは誰がどう考えても解決しなければならない問題であり、また解決方法もはっきりしている。（妊娠出産子育てに手厚い保護をすればいい。何なら子供を産めば親も得をするようになれば子供などは増えて仕方なくなるだろう）
何も選挙公約でなくても当選した議員たちが決めればいいことだ。マスコミも世論も反対などしないだろう。
しかし実際には未だに適切な政策はおこなわれていない。
問題を提示した議員、官僚がいなかったわけがない。くり返すが危機が訪れることがわかりきっている問題なのだから。
それが潰され続けている。それは潰す者たちがいたからだ。
何故潰し続けたかというと、それは議員内の勢力争い、権力争いの焦点になったからではないのか。
少子高齢化対策なのだから管轄は文部科学省や厚生労働省だろう。そこに巨額の対策費が流れるということはそれに携わる大臣、議員の力が増すということになる。
それを良しとしない者たちがいたということなのだろう。
それに反対した者たちの方が政治力が強く、自らの権力を守り、勢力を伸ばすために対策を潰し続けてきたということなのだろう。
初めに述べた通り、これは全くの憶測であり、根拠は全く無い。
しかし、今のところ、これ以外にこれ程までに少子高齢化対策が遅れ続けている理由が思いつかない。
